Job Description

The Maryland-National Capital Park and Planning Commission, Prince George’s County, Parks and Recreation, Arts and Cultural Heritage Division is seeking an Arts Specialist.

The Arts Specialist will produce a variety of arts programs throughout the County to include musical theatre, plays, dance performances, concerts, classes, special events, and other arts programs for youth, teens, adults and seniors. The Arts Specialist will develop arts programs for community centers, partner organizations and the County using research for best practices in developing community arts programs. The programs should be self-sustaining, have purposeful outcomes and have a positive impact on the program’s participants.

Examples of Important Duties:

Produce Programs:
Produces a variety of visual and performing art programs for the Southern Area Aquatic and Recreation Complex, Bowie State’s Fine and Performing Arts Center, Fairwood Community Park, and other locations throughout the County, as assigned.
Designs and manages a broad variety of performing arts and culturally relevant program series, events and camps in music, theater, and dance for targeted audiences.
Conducts research, patron surveys, attends professional seminars to identify new programs, high quality performing artists, methods and equipment that might be useful for the facility’s performing arts programs.
Analyzes and evaluates program success, recommends changes, sets program and facility goals.
Meets with artists and agents and provides public relations/community engagement by meeting arts organizations.
Organizes and facilitates special programs and events in surrounding community on behalf of the Division or Department.
Produces and reviews technical riders for performances with specialized requirements and procures necessary equipment to produce events/programs.
Negotiates contracts and fees and sets ticket fees.
Sets programs standards and regularly evaluates programs to assess and report program effectiveness as well as accomplishment of goals and objectives.
Manages and coordinates facility rental program for performances, rehearsals, meetings and ceremonies. Sets rental fee structure for facility, equipment use, event staffing; reviews rental requests and event details with potential clients and approves rentals.
Develops facility rental policies and guidelines specific to facility.
Ensures high quality customer service.
Enforces department guidelines for class registration.
Maintains a performing artist registry.
Works collaboratively with internal and external entities to produce visual and performing arts activities and programs for youth, teens, adults, and seniors;and to provide components to after school programs, and the Division’s key events and programs, i.e. Hispanic Heritage Month, Juneteenth Festival, Asian Pacific Islander Heritage Month; etc……..to include program set-up and tear down.

Marketing and Promotion:

Develops marketing strategies. Designs and develops advertising plan to publicize program series, special events, and facility services to promote attendance.• Researches marketing options, creates marketing plans and reviews effectiveness.
Collects publicity materials from artists; ensures appropriate use of copyrighted materials.
Writes publicity copy, determines themes and concepts for printed materials; works with internal and external graphic designers, web designers, printers, copy editors, and photographers to create publicity materials (brochures, postcards, display ads).
Manages and maintains facility web pages and creates e-newsletters to promote programs and the facility.
Provides information and submissions for internal/agency marketing efforts.
Prepares news releases for distribution, places display ads, and maintains mailing lists and list serves.
Represents the facility and department to the community and to special groups concerned with the arts and culture. Meets with community members and organizations, gives presentations and talks, and provides information on programs, facility, Division and Department. Maintains working relationships with councils, friends groups and other organizations involved in the arts.

Budget management:

Monitors program budget.
Provides input on the annual budget in the area of arts programs developed in the specialty area.
Aligns expenses appropriately with proposed work program and provides budget justifications.
Provides input on spending plans within approved budget.
Assists to ensure spending plans are updated monthly to reflect up-to-date activity.
Completes cost recovery plans (in advance and for actuals) for the work program to show direct program costs (ex. arts programs, concerts, classes, etc…) and/or demonstrate how the work program meets Department standards and goals for community service (ex. festivals, classes).
Submits program costs to the with County-Wide Arts Program Coordinator and makes adjustments as necessary for justifiable and efficient use of resources.
Submits quarterly projections for work program, indicating estimated under or overages for revenues and expenditures; recommends reallocation/re-directed spending of funds if applicable.
Prepares purchase requisitions, check requests, contracts, and purchase card requests following the correct procurement procedures.
racks the number of artists served, participation, and cost recovery information to submit for monthly and annual reports.
Completes all required trainings (EAM, ERP).

Grants and Reports:
Submits information, for the grant programs i.e. Maryland State Arts Council and MidAtlanic Arts Foundation to assist in completing grant applications, and interim and year end reports.
Submit information for Division Annual Report for work program and provides additional information regarding significant achievements as needed for the Division.
Maintains records for work program.

Division Administration and Other Duties:
Serves on Department committees, as assigned
Attends Department programs and trainings
Investigates accidents, complaints, etc.
The salary range for this position is $55,000 – $65,000
