The Thornton Public Art Collection contains over 250 pieces located in public facilities, parks, intersections, and transit stations and is supported by a robust annual budget.

This position primarily works a standard 40-hour work week, with some weekend and evening hours required.

Under direction, coordinates arts and culture services, including planning, publicizing, implementing, evaluating and reporting on various performing and visual arts programs.

ESSENTIAL FUNCTIONS

  • Plans and coordinates the implementation of multiple public art projects at city facilities and on other city properties in conjunction with the TASHCO Public Art Subcommittee, other city staff, artists, vendors and community members.
  • Designs and coordinates the public art review/selection process, recruitment of volunteer review panels and recommendations to Council.
  • Develops and maintains public art project budgets, expenditures and artist fee schedules and related project costs.
  • Develops and makes recommendations and updates on policies and procedures affecting the public art review and selection process as wells as maintenance and deaccession of artwork.
  • Prepares routine narrative and/or statistical reports relative to public art projects including information about chosen artists.
  • Serves as the division liaison and represents the City of Thornton to outside organizations and communities in all public art matters using appropriate communications.
  • Plans, schedules and coordinates the activities of public art contractors, consultants and others on a project basis managing all related details and deadlines.
  • Implements the annual goals, objectives and policies of the TASHCO Public Art Subcommittee into workable projects.
  • Directs annual public art activities including related artist demonstrations, community workshops and approved SCFD and city-funded installations.
  • Is responsible for the implementation of the SCFD visual art grant and assists in the preparation and submittal of annual financial reports and grant applications.
  • Works directly with artists on visual and public art projects, including the coordination of a “call for entry” process with the TASHCO Public Art Subcommittee members to obtain optimum art for the City.
  • Is responsible for acquiring public art per the established city process including posting project information on the city website for public access.
  • Develops an annual public art plan and budget; recommends budget priorities and allocation of resources; monitors and approves expenditures.
  • Maintains the inventory of public art submittals, reviews, acquisitions and related art maintenance using dedicated collection management software
  • Assists with coordination of the Thornton Arts, Science, and Humanities Council (TASHCO) Public Art Subcommittee meetings and maintains a database of community members interested in serving on review panels.
  • Performs other duties as assigned.

 

QUALIFICATIONS

Education/Experience:

Bachelor’s degree in Arts, Fine Arts or related field from an accredited college or university; eighteen months’ experience in arts or related management. Understanding of public art best practices/industry standards, including experience with project management and related technology. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:

May need the ability to travel to various locations in a timely manner as the job requires.

Knowledge, Skills and Abilities:

  • Knowledge of the policies, procedures and goals of the City of Thornton and the department.
  • Knowledge of the theory, principles, practices, and methods of developing, coordinating and managing quality arts programs.
  • Knowledge of developing community programs for specific audiences.
  • Knowledge of City of Thornton arts activities and facilities.
  • Knowledge of the principles and practices of customer service.
  • Knowledge of art mediums, exhibits and public art installations.
  • Knowledge of general accounting and budgeting processes.
  • Skill in planning, developing, recommending, coordinating, and organizing special events arts programs.
  • Skill in creating and maintaining a database of interested individuals for arts programs.
  • Ability to listen well and communicate effectively orally and in writing with various audiences.
  • Ability to establish and maintain effective working relationships with City employees, volunteers, contractors, other agencies and art organizations, artists, schools, media and the general public.
  • Ability to develop, monitor and maintain budgets.
  • Ability to develop program marketing materials, forms, manuals, and brochures.
  • Ability to use standard office equipment, computer equipment and software, and camera/video equipment.
  • Ability to prepare routine narrative and statistical reports.
  • Ability to communicate effectively with the public and other staff.
  • Ability to plan and host large public unveiling celebrations.
  • Ability to define problems, collect data, establish facts, draw valid conclusions, and solve practical problems where only limited standardization exists.
  • Ability to identify key stakeholders and think strategically.
  • Ability to research, identify and seek new and alternative funding sources for public art programs.
  • Ability to prepare grant applications or proposals; implement and administer grant process related to arts and culture.

 

Physical and Mental Requirements:

While performing the essential duties of this job, the employee is required to reach, stand, walk, lift, grasp, talk, and hear.  This position is mostly: sedentary work, exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. The employee is required to have close visual acuity.
